EMPLOYMENT EXPERIENCE
2002-present. Translator and consultant in academic editing and advisement, grants writing, book writing, and translation.
Edit and assist in the formulation of research projects, generally academic theses and grant proposals, through an on-line agency. Edit first pass translations for accuracy and flow. Create books in camera-ready form from DTP, including where necessary, translating original artistic works into English.
2000-2001 Education Program Specialist, US Department of Education, Office of Postsecondary Education, Discretionary Grants, GEAR UP.
Monitored and managed the performance of approximately $19M in discretionary grant funds for GEAR UP (Gaining Early Awareness and Readiness for Undergraduate Programs) in the southeastern region, including parts of Appalachia and Empowerment Zones in Florida. Analyzed program budgets according to Federal Discretionary Grants Policy regulations for compliance and OMB guidelines for allocability, including contracts and capital projects. One of my analyses resulted in an audit of an institution of higher education, and about $2M was recovered. Organized and tracked complex educational assessment data. Designed computerized project management program in MSProject (which interacts with Excel and Access and produces reports) for 37 partnership grants to minority and low socio-economic status students to assist directors in integrating and leveraging resources in communities to sustain and amplify grants funding. This resulted in the burden of paperwork dropping substantially which reduced the diversion of resources from other activities. Favorable feedback resulted in my first cash award, August 2000. The peer review process for Teacher Quality Enhancement discretionary grants earned me a second award in September, 2000.
1995-2000 Research, Editing and Consulting, The Harriman Institute, Columbia University, New York, NY and The Army Research Laboratory, Adelphi, Maryland.
Researched the works of over 100 Russian women writers at the Harriman Institute at Columbia University. Translated over 50 pages of original material, solicited the contributions of 73 international scholars, evaluated scholarship for consistency and format, located photographic archives and selected photos for inclusion in a manuscript of over 3,000 pages, resulting in the publication of two books. One of these, a 1,608-page reference work, has been highly acclaimed in leading professional journals in the US, Germany and Russia and won the 1999 Barbara Heldt
Prize for Best Book. Consulted for the Department of the Army and the Army Research Lab, evaluating programs for computerized translation in Russian and Serbo-Croatian. My research design was later adopted by the Army as the template for future language databases.

Taught full-time at the University of Georgia, Hunter College, NY, Allegheny College, PA and American University. Designed 38 graduate and undergraduate courses in language, culture and liberal studies. My redesign of the “Russia and the US” general education course resulted in the highest student evaluation of that course in 14 years. Redesigned the conference program for the American Association of Teachers of Slavic and East European Languages (AATSEEL), as Chair of the Program Committee for this national professional association. Created divisions within the discipline, recruited and trained a staff of six division chairs and mentored them to actively recruit diverse presenters. As a result of this reorganization the program expanded by 250%, thus increasing revenues and broadening the scope of research represented. My six-years in this capacity was recognized in 1994 with the Joseph Malik Award for Outstanding Performance. Analyzed and rated grant applications for 10 years for the US Department of Education, Fulbright and Title VI award programs, including analysis of budgets for appropriateness and compliance.
Other Qualifications
MPA program at John Jay College of Criminal Justice, CUNY, New York. 18 hours completed, GPA = 3.925, Dean’s List Award, 1999-2000. Courses completed include: systems analysis and management, monitoring and managing government performance, organizational analysis, public budget management and cost-benefit analysis; Human Resource Management including strategic development and contracting; and ethics in public management. My research, in six 20-page term papers, focused primarily on analyzing programs and policy affecting schools, minorities, and women in public employment since the 1950s.
Experience and proficiency in computers Tested and proven proficient in MS Office applications. Experience in using and developing spreadsheet and data management applications in Access, Excel and Microsoft Project; proficient on different self-standing platforms and on UNIX and networked mainframe systems; former usage of statistics packages such as SAS.
